Feature #476 — Admin: Hide training approval menu (SO-only)

Description
Admin: จะไม่สามารถเห็นในส่วน "การอนุมัติผลการอบรม" ของ จป. แต่สามารถเพิ่ม ลบ แก้ไข แผนการอบรม เเละ รอบการอบรม เหมือน User จป.
Admin should NOT see the "อนุมัติผลการอบรม" (Training Approval) menu tab. Admin can already CRUD training schedules and sessions (fixed in #451/#452), but the approval function is for Safety Officers only.
