Bug #458 — All users: Notification messages not displayed

Description
ทุก User ไม่มีข้อความแจ้งเตือน
All users see a notification count badge (number on the bell icon) but when they open the notification panel, there are no notification messages displayed. The notification content is completely empty.
Location
All Users > Notification bell icon (top-right)
Steps to Reproduce
- Login as any user (Admin, WO, SO, Contractor, etc.)
- Observe — Bell icon shows a count badge (e.g., "3")
- Click the bell icon to open notifications
- Observe — Panel opens but shows no messages
