Feature #457 — Admin: Pending users should not be selectable as area owner

Description
admin: ช่องเลือก เจ้าของพื้นที่ > ผู้ใช้ที่ยังไม่ยืนยันอีเมลไม่ควรเลือกได้
In Workspace Area settings, newly invited workspace owners who have not yet confirmed their email invitation (status "รอยืนยัน") appear in the Area Owner dropdown and can be selected. They should either:
- Not appear in the dropdown at all, OR
- Show a "รอยืนยัน" (Pending Confirmation) label and be non-selectable (greyed out)
